The song is "The French Girl", written by Sylvia Fricker and Ian Tyson.
Given that this was in 1967, when about half the people of university age seemed to be into folk, if not actually trying their hand at it, I wish him the best of luck in identifying her. Most likely she was just a talented girl with a nice voice, who went on to finish her degree and do something entirely different with her life. His best hope is that she reads the description somewhere and recognises herself.
